State-wise details of number of youth job seekers in the age group of 15-29, all of whom may not necessarily be unemployed, registered with the employment exchanges in the country, as on 31-12-2005 are given in the Table below:

Employment Exchanges sponsor the candidates against the vacancies notified to them by the employers. Employers in turn, shortlist the candidates as per their requirement and issue interview letters to them for making selection.
Ministry of Labour & Employment has not received any representation from the States in the recent past to provide unemployment allowance to all unemployed youth. Moreover, the Central Government is not in favour of payment of unemployment allowance to unemployed persons as it could divert substantial resources from development programmes to a non-development activity. The resource of such a magnitude should better be used for development activities, which would generate substantial avenues of productive employment.
